With Neustar IP AudienceTargeting Solutions, we have built a specialized method for targeting display advertising that utilizes our unique IP-based data and intelligence to enable clients to reach specific audiences. Built on Neustar IP Intelligence’s ‘User Type’ data, ATS is highly accurate and scalable, enabling marketers to create display ads designed to reach consumer and enterprise customers with a targeted message. These campaigns can be optimized over time based on performance for maximum efficiency. ATS is the perfect addition to any integrated marketing campaign and budget.
Online Display Targeting by IP
Using IP intelligence to determine geolocation has been possible for more than a decade, but the ability to acquire impressions and target display advertising across the Web is very new, made possible with the development and rapid growth of RTB (Real-Time Bidding). Neustar IP Intelligence has built proprietary technology to effectively purchase advertising impressions based on an IP address instead of cookies. This process now allows Neustar to help marketers more intelligently build digital display campaigns based on scalable and unique IP data.

How IP Targeting Works
Neustar’s IP targeting process works exactly like any cookie retargeting network; however the key differentiator is that Neustar acquires inventory based on an IP address rather than cookies. Neustar has built the functionality to acquire inventory from all the same sources as any of the networks or cookie retargeting platforms. We have all the same abilities as any other network to white list, black list, filter, optimize, etc. We run the customer’s desired IP targeting parameters against our database and build a custom IP list to target against.
Inventory
Neustar has partnered with leading DSP inventory platforms to acquire IP-based targeted inventory off of the major exchanges and publisher-side optimizers. Standard IAB display sizes are available, including the most popular: 300 x 250; 728 x 90; and 160 x 600. All campaigns will adhere to the standard and current IAB terms and conditions.
Pricing
Neustar will determine pricing on a campaign-by-campaign basis depending on the IP targeting parameters selected.
